How did you get your Level 3 house? Was it through a "New Construction" at the Workshop? That might be the problem.
You can't just build a SECONDARY Level 3 house. You need to UPGRADE your ORIGINAL house.
Upgrade your first, main house to Level 3 via the "Remodel" option at the Workshop. That way, you unlock the large bed at the Workshop under "Furniture," which is another requirement for marriage.
As for the bed, it won't just be called "large bed" or "double bed." In the list, you'll see several different styles of beds, and you just need to pick one that's marked (L) for large. Then display it in your main house.
When you're ready for marriage, the Mayor will come by your house to tell you about the Blue Feather, which lies atop Mt. Moon. You have to climb up the mountain to reach it, and then you can use it to propose.
